The owner of the Tokyo Disney Resort today announced a new nighttime spectacular for Tokyo DisneySea. It's the first major new attraction to be announced since the start of the current pandemic.
Believe! Sea of Dreams will debut sometime during the Oriental Land Co.'s 2021 fiscal year, which runs between April 1, 2021 and March 30, 2022. The 20-minute show will play on the waters of the Mediterranean Harbor, replacing the Fantasmic! production that closed with the pandemic.
The resort did not release much more information about the show, saying just that "This grand, breath-taking performance will remind Guests of the importance of having a dream and always believing in it."
Parks have been slashing capital budgets in response to losing income from being closed for months and the prospect of having to limit attendance indefinitely during the pandemic. But Tokyo DisneySea had been planning before the pandemic to replace Fantasmic! Now it appears that the resort is looking to proceed with those plans, in some form.

Assuming the pandemic is still going on in 2021, I’d assume they could safely run this show because of the size of the lagoon. If not, it could always be pushed back.
On that note, I do wonder if Epcot might be able to bring back their fireworks show as well. Like SeaWorld Orlando, they have a big enough body of water to make it work with social distancing.
